          This spring, Operation Best Foot Forward (OBFF) reached new milestones, expanding its footprint, strengthening collaborations, and continuing to shift driver behavior at crosswalks across Florida.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

    &lt;span&gt;&#xD;
      
          Led by the
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;

          pedestrian safety program, OBFF is part of a long-term, data-driven effort focused on one simple but critical behavior: getting more drivers to stop for people in marked crosswalks, as required by Florida law.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Through a combination of education, high-visibility enforcement, and low-cost engineering improvements, the program works with communities to make everyday crossings safer and more predictable. 
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

          From March 10 through April 3, communities across the state came together for a four-week operation,

          the longest in the program’s history

    &lt;span&gt;&#xD;
      
          , focused on improving safety at crosswalks and helping people move safely from place to place through a shared culture of respect on our streets.

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;h2&gt;&#xD;
    &lt;span&gt;&#xD;
      
          A First for Jacksonville and a Growing Statewide Effort
         &#xD;

          One of the most significant milestones this year was the

          This expansion marks an important step beyond Central Florida and signals growing interest from communities across the state in adopting proven strategies to improve crosswalk safety.

          Why Focus on Parks and Community Destinations?

          For this operation, crosswalks near parks, trails, and community destinations were prioritized; places where more people are out and active during spring break and Florida Bicycle Month. Previous program data has shown that driver yield rates tend to be lower in these environments, making them critical areas for focused education and awareness.

          646 warnings and citations issued to drivers who failed to yield at marked crosswalks.

          These numbers aren’t just about enforcement; they represent real-time opportunities to educate drivers, reinforce expectations, and encourage safer behavior moving forward.

On the afternoon of November 14, 2025, we gathered at the Florida Bicycle Summit in Winter Garden to honor the projects, advocates, and leaders shaping the future of walking, biking, and rolling across Florida.

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

          The Awards Selection Committee was composed of board members from both Bike/Walk Central Florida and the Florida Bicycle Association. The committee brings together expertise in engineering, planning, public health, coalition leadership, nonprofit advocacy, and everyday commuting, resulting in a thoughtful and well-rounded evaluation process.
         &#xD;

          Officer Levy is a United States Air Force veteran, a respected law enforcement leader, and a lifelong advocate for health, safety, and education. As a Master Police Officer, he has dedicated his career to protecting communities with professionalism, tactical expertise, and a deep commitment to public safety. His passion for using bicycles as a tool for both fitness and community connection has shaped much of his service and leadership.

           From July 29 through August 8, 2025, the Best Foot Forward (BFF) coalition partnered with law enforcement agencies across eight counties to carry out its summer

    &lt;strong&gt;&#xD;
      
          Operation Best Foot Forward
         &#xD;
    &lt;/strong&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           with a media theme of
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;strong&gt;&#xD;
      
          Back to School
         &#xD;
    &lt;/strong&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           to help protect our youngest pedestrians as they are biking and walking to school at the start of the year. These efforts support FDOT’s Target Zero initiative, which aims to reduce traffic deaths and serious injuries to zero.
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;

           This high-visibility campaign spanned nine Central Florida counties, including

          Brevard, Flagler, Lake, Marion, Orange, Osceola, Polk, Seminole, and Volusia
         &#xD;
    &lt;/strong&gt;&#xD;
    &lt;span&gt;&#xD;
      
          . Plainclothes officers crossed at marked crosswalks where many yield rates remain dangerously low. Drivers who failed to stop were either issued a warning or a citation, which carries a minimum $164 fine and three points on their license. The goal is to reinforce Florida’s driver yield laws and encourage safer behavior around people walking and biking.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;

           (TPO) to host the summit. Attendees shared success stories, celebrated impactful projects, and recognized the outstanding efforts of partners working every day to make Central Florida safer for people walking and biking.

          Best Foot Forward Program Manager Vince Dyer opened the awards ceremony with an annual update, celebrating the coalition’s momentum over the past year. He highlighted success stories from across Central Florida, including record improvements in driver yield rates, effective enforcement campaigns, and major infrastructure upgrades — all contributing to safer streets and saving lives.
         &#xD;

          “It’s incredible to see what our coalition has accomplished together — and this year, we have even more to celebrate,” said Vince Dyer, Program Manager for Best Foot Forward at Bike/Walk Central Florida. “Now that Best Foot Forward has expanded into nine counties, we are seeing more crosswalks than ever show year-over-year improvement. It’s clear that the momentum for safer streets is stronger than ever, and we look forward to showcasing the work of our partners who are making Central Florida safer for pedestrians and cyclists.”

          Excellence in Crosswalk Safety Enforcement: Volusia County Sheriff’s Office
         &#xD;
    &lt;/span&gt;&#xD;

      &lt;span&gt;&#xD;
        
           The Volusia County Sheriff’s Office was recognized for its outstanding enforcement efforts and commitment to improving pedestrian safety. In 2024, their targeted operations at the
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://maps.app.goo.gl/YyScurwSKoo5L4CU7" target="_blank"&gt;&#xD;
      
          Ocean Shore Blvd (A1A) crosswalk near Tom Renick Park
         &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           — a busy beach access point — led to significant gains. After conducting two enforcement operations and issuing 75 warnings and citations, the driver yield rate (DYR) at the site jumped from 19% to an impressive 42%, the biggest improvement seen across all counties last year through enforcement alone.

          Triple E Award Winner: Seminole County Government’s Crosswalk Safety Improvements at Wekiva Neighborhood Trail 
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h2&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           The Hunt Club Blvd crosswalk at the Wekiva Neighborhood Trail in Longwood has been closely monitored for years — and this year, those efforts have paid off. Seminole County Government removed obstructive trees, redesigned sidewalk ramps, and enhanced signage and markings to improve visibility and safety. Thanks to this long-term investment in engineering, enforcement, and education, the site now serves as a model for other high-use crosswalks around the region. This location was also the site of a sign-waving campaign to help bring awareness to drivers that it’s the law to stop for pedestrians at crosswalks. 
          &#xD;

          Recognizing the critical role of infrastructure in pedestrian safety, BFF honored engineering efforts that led to improvements at the

          Budinger Ave crosswalk near Peghorn Nature Park in St. Cloud
         &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      
          . Located near St. Cloud Elementary School and the BMX park, this crosswalk previously saw modest improvements through multiple enforcements. However, after the installation of a Rectangular Rapid Flashing Beacon (RRFB), the driver yield rate surged from 33% to a remarkable 81%. 
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          “Crosswalks are among the most common sites for serious pedestrian crashes, which is why they deserve careful investment,” said Cameron Crandell, PE, Deputy Public Works Director for the City of St. Cloud. “Installing an RRFB at Budinger Avenue was a major commitment, but seeing the driver yield rate more than double shows the clear return on that investment — and the real impact it can have on community safety.”

          MetroPlan Orlando Receives the Randy Schrader Lifetime Achievement Award

          This year, BFF introduced a very special honor — the Randy Schrader Lifetime Achievement Award — named in memory of our late teammate Randy Schrader, who passionately championed pedestrian safety until his passing in 2024.

         &#xD;
    &lt;/span&gt;&#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

          MetroPlan has been instrumental in helping build bridges between transportation planning agencies and local law enforcement. Their leadership helped Best Foot Forward grow from a grassroots pilot program to a nationally recognized model for community-driven pedestrian safety initiatives.

           This award celebrates not only MetroPlan’s technical expertise and advocacy, but also their unwavering belief in the vision of a region where every person, regardless of how they travel, can move safely and confidently.

Her journey into transportation advocacy began from a personal desire to walk safely around her own community. As a mom, she simply wanted to be able to walk through her neighborhood without fear for the safety of her family. This led her to become a tireless advocate for safer streets, and over the past decade, she has worked both officially and unofficially to advocate for safer streets in Central Florida.
